Directions

    Heat oven to 375°F (190°C) and bring a large pot of salted water to a boil.

    Melt butter, whisk in flour, cook 1 minute, then whisk in warm milk until thickened. Off heat, stir in lemon zest and season with salt, pepper, and nutmeg.
